The program, developed in Southwestern Virginia, uses non-violent probationers to pick up litter on the Region's roads to fulfill their community service. The program decreases roadside litter and saves county money. Coordination between GWRC, local jurisdictions, VDOT, and the Regional Jail is critical to a successful program. Caroline County's Board of Supervisors adopted an ordinance establishing the Assign-A-Highway Program on June 12, 2007.
